It's not that easy...let me explain...

UI Design, Database design, well, pretty much any technical design is done by all the "experts", which includes, well, just about everyone in IT. The SQL developers tell us how to design our UI, what coding architectures to use for our front end, etc. The CIO asks for a wireframe from me, then explains why everything I've designed won't work - how it should have more right-click menus, and instead of two buttons, there should be one button with two menu items, etc. etc.. It's pretty laborious and frustrating. Instead of letting the users tell us what they want and how they want it to work, we just do what the man thinks is best.

We do it in-house and look to get to a prototype for usability as quickly as possible.

Generally, after sketching the general flow on paper, we design all of our front-end work in Flex and then pass commented MXML / CSS to our developers to tie it to the backend. It's worked out much better than wireframing as the end result is exactly what we've designed.

A lot of times, we can catch things just by interacting with the previewed MXML (before tying to the backend) in the browser.
